I think it means that Israel walked in the ways of foreign nations, i.e., Israel walked in the ways of serpents.
And are you also saying that the phrase from Deuteronomy 32:32 "their vine comes from the vine of Sodom and from the fields of Gomorrah" means Sodom and Gomorrah walked in the ways of Israel?
I think it means that Israel walked in the ways of Sodom and Gomorrah (i.e, foreign ways).

From CD's perspective, the "kings of the peoples" did these things too, and since OT verses about the "princes of Judah" (Hos. 5:10) and kings not having multiple wives (Dt. 17:17) are applied to them, I think they are Jewish kings, either Hasmoneans or Herodians. But as far as I can tell, only Herodians are said to have done the kinds of things that CD complains about (like niece marriage, polygamy and divorce).
