I think my question is about how to explain such fundamentally contradictory views.
"there is no authority except from God, and those which exist are established by God"
"rulers are not a cause of fear for good behavior, but for evil."
"rulers are servants of God"
"none of the rulers of this age has understood; for if they had understood it they would not have crucified the Lord"
"our struggle is not against flesh and blood, but against the rulers, against the powers, against the world forces of this darkness"
"by Him all things were created, both in the heavens and on earth, visible and invisible, whether thrones or dominions or rulers or authorities—all things have been created through Him and for Him"
"He is the head over all rule and authority"
"He had disarmed the rulers and authorities, He made a public display of them, having triumphed over them through Him"
The yellow statements are unconditionally positive toward rulers. The blue are negative toward rulers. The pink is conditionally positive, indicating that prior to Jesus the rulers were bad, but now they are good.
