I think Luke used one or more versions of Matthew (in translation). Papias attests to multiple versions of Matthew and isn't said to have known Luke, so for me, what there was for Luke to use was Mark, multiple versions of Matthew, NT letters, and Josephus.
Luke is upfront about his use of "many" sources, and as far as I can tell, only Mark, multiple versions of Matthew, NT letters and Josephus existed for him to use, and that seems like enough to say "many."
